A DESCRIPTION OF THE PROBLEM :
Both the 64-bit and 32-bit offline Java 9 Runtime installers for Windows are installing files from June 2015 that identify as being from build 68.
The 64-bit build is at:
http://download.oracle.com/otn-pub/java/jdk/9+181/jre-9_windows-x64_bin.exe (via here: http://www.oracle.com/technetwork/java/javase/downloads/jre9-downloads-3848532.html)
The 32-bit build was (until it was removed) at:
http://download.oracle.com/otn-pub/java/jdk/9+181/jre-9_windows-x86_bin.exe
The 64-bit JRE build provided in a tar.gz archive contains build 181 from August 2017. Similarly, the 64-bit JDK provided in an installer contains build 181 as well. I don't have the 32-bit JDK installer to test with since it was taken offline before I had a chance to download it.
If you can, please fix both of the broken JRE installers and put the 32-bit JRE and JDK builds back online.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
Install 32-bit or 64-bit Java 9 JRE using the offline installer

EXPECTED -
JRE 9 build 181 from August 2017 is installed
ACTUAL -
JRE 9 build 68 from June 2015 is installed
REPRODUCIBILITY :
This bug can be reproduced always.
CUSTOMER SUBMITTED WORKAROUND :
64-bit: Install the JDK or install the JRE via the tar.gz archive
32-bit: Possibly install the JDK. I'm unable to test this since the 32-bit JDK was taken offline before I could download it.
