[MVT] Fixing GC support for Thread-local value buffers

First implementation of the Thread-Local Value Buffer (TLVB) had an incorrect support for GC, leading to memory corruptions and crashes.
During the work to fix it, several other issues in the implementation of the TLVB have been fixed too in chunk reclamation and chunk management.
