      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Open Java Configuration Panel.
      2. Click on the "Advanced" tab.

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      There should be no white space above the tab's content/pane/scrollbar.
      ACTUAL -
      There is white space above the tab's content/pane/scrollbar.

      REPRODUCIBILITY :
      This bug can be reproduced always.
