New SA test timeout on windows

    Description

      As part of JDK-8185796 the following tests were added:
      test/hotspot/jtreg/serviceability/sa/TestClhsdbJstackLock.java
      test/hotspot/jtreg/serviceability/sa/TestJhsdbJstackLock.java

      The test TestJhsdbJstackLock times out on windows and cause a TIMEOUT in tier1. Since the timeout is 3 hours this delays the CI alot and I think the tests should be backed out during investigation.
