Adjust DelegatingClassLoader's metadata space sizing algorithm

      DelegatingClassLoader's metadata space has similar size distribution pattern as anonymous class (see JDK-8190729 for details), so its chunk allocation sizing algorithm should be adjusted in similar way to reduce waste.
