A DESCRIPTION OF THE PROBLEM :
Tooltips in the JavaFX Webview component display as white text on a black background, with no border. No current browser follows this practice - they all display tooltips as black text on a white/light background, with a thin border.

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
View a web page in WebView and look at the tooltips.

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
I was expecting the tooltip to look like it does in every other browser.
ACTUAL -
I saw a hard-to-read tooltip with a color scheme unlike any other browser.

REPRODUCIBILITY :
This bug can be reproduced always.
