bcp47u/SymbolsTests.java and FormatTests.java fail on th_TH locale

      Locale: th-TH

      The root cause is that mac machine with calendar of "th-TH" is "buddhist", but when initializing test, we don't set calendar type to "Gregorian". so the output is different with expect result.
