Check copyright of files in make/langtools/tools

Tools used by the build should be GPLv2 + "Classpath" exception. The make/langtools directory should be checked, e.g. the propertiesparser tool, to make sure that they have the right copyright header. The crules tool should also be checked as it's not clear if this is a build tool or a tool for the test tree.
