javadoc: mark the com.sun.javadoc API for removal

      The com.sun.javadoc API has been superceded by the jdk.javadoc API, and is no longer being updated for new language features.
      The API has already been deprecated with JDK-8157608. In JDK 11, the API should be marked for removal.
