JNLP fails to get loaded with old javaws when multiple jres (jre10 and jre9b181) installed

The actual result:
As the instruction,at step 10:run jre9b181/bin/javaws jnlp_URL, and the application could not be launched on command line.Please refer to failed.png and failed.txt.
By the way,there's no thus issue for test jre10.

But if we cleared all the deployment cache(C:\Users\Administrator\AppData\LocalLow\Sun\Java\Deployment) before running this step, and open the JCP from JRE9b181, then run the command: jre9b181/bin/javaws jnlp_URL, the application could be launched fine.
