[Testbug] runtime/appcds/MultiReleaseJars.java fails on JDK 11

      The test utilises javac --release $CURRENT_VERSION in its logic, but For JDK 11 javac does not yet support "--release 11". As a workaround we can try hard-wiring at 10.
