The FX robot tests rely on the Stages being completely displayed and not obscured by other windows.
On Windows platforms, many of the FX Robot tests will be shown behind other windows. This can cause test failures, since the obscuring window will interfere with mouse operations or screen capture.
It may be just the UNDECORATED stages that are failing.
