For oracle internal builds, we need to construct a portable devkit based on GCC 7.3. As usual, the script/logic used to generate it will be put in make/devkit in the jdk source tree.

The new kit should also include gdb and the gold linker.

There are also a few long standing bugs in the devkit makefiles that need fixing.
