A DESCRIPTION OF THE PROBLEM :
I have tried running Oracle Forms 12.2.1.3 with the latest beta of Java 10 (18.3). I know that this release is very early, but I just want to make you aware, that Forms crashes on startup with Java Webstart. It works in Java 8 and Java 9.

      REPRODUCIBILITY :
This bug can be reproduced always.

      ---------- BEGIN SOURCE ----------
Consult the Oracle Forms team internally. I just created this case hopefully to have Java 10/18.3 ready in time for Oracle Forms, now that support for Java 9 was dropped from the Oracle Forms team.
