Move SwingSet2 from closed to OpenJDK

      SwingSet2 is closed source because it uses a small amount of 3rd party
      code and has a number of images for which the license may not be
      compatible with being in OpenJDK.

      We need to replace these encumbered elements and move SwingSet2
      to OpenJDK.
