The parallel iteration support of OopStorage is conditionally compiled when INCLUDE_ALL_GCS is disabled.

It would be easier to conditionally compile out GCs if we removed these checks.

I've checked the libjvm.so size without and with the code, and the size goes from 22031664 bytes to 22032200 bytes,
