SA: Test: Consolidate the corefile debugging components of ClhsdbCDSCore.java and TestSAServer.java

    Description

      Consolidate the common code in ClhsdbCDSCore.java and TestSAServer.java -- preferably have a template to write SA tests for core file debug testing. Also, check if in the cases where crash reporting tools are installed, the core file locations can be obtained from the core_pattern file. Should at least have TestSAServer.java (and any other core file debugging test case for SA) skip the test if the corefile location has not been found and if a crash reporting tool has been installed.
