[TESTBUG] Consolidate the tests in runtime/SharedArchiveFile and runtime/appcds

      The runtime/SharedArchiveFile and runtime/appcds should be consolidated. Some of overlapping tests can be merged into single test. For example, both runtime/SharedArchiveFile and runtime/appcds have tests for shared strings. Duplicated test cases can be eliminated after merging the tests.
