Running a link checker over the output from the sample API test reveals that if {@index} is used in the first sentence, it will expand into an HTML anchor in both the detail table and subsequent summary list.
It should only expand in one place, or else we should disambiguate these two sites. We should not generate duplicate ids within the same file.
