On a clean Windows machine, OpenJDK fails to find api-ms-win-crt-stdio-l1-1-0.dll
Reproduced on Windows 7/8.1. Haven't tried on Windows 7 SP1 and 10

The openjdk 11 b11 (before the upgrade) works fine. As well as Oracle JDK with upgraded compilers.
