Most of the root certificates from cacerts.internal were migrated to cacerts file in OpenJDK source base, see JDK-8191486. Remaining roots are migrated as well as we get OCA signed.
After all roots are in OpenJDK source base, Oracle JDK build should use cacerts file from open/src/java.base/share/lib/security
