The devkit does not work properly on a Windows host where Visual Studio 2017 hasn't already been installed. The 64 bit tools work fine, but the 32 bit tools are missing one or more dlls. This should be easily fixed by throwing in some more dlls from the Visual Studio installation into the devkit package. Similar problems have been present in earlier devkits as well and was fixed in the same way.
