Expire/remove the UseAppCDS option in JDK 12

      The UseAppCDS option was made obsolete in JDK 11, it will be expired in JDK 12.

      The change for a custom UseAppCDS obsoletion message (JDK-8204563) should be reverted as part of the change for this bug.
