Start of release updates for JDK 12

      At the start of a new JDK release, various markers and versions need to be updated including incrementing the version number in the build, outputting and accepting a new class file version, and new -source and -target options in javac.

      This issue is an umbrella issue to track that work.

        1.
        		 Add SourceVersion.RELEASE_12 Sub-task Resolved Joe Darcy  
        2.
        		 Add source 12 and target 12 to javac Sub-task Resolved Joe Darcy  
        3.
        		 Bump maximum recognized class file version to 56 for JDK 12 Sub-task Resolved Mikael Vidstedt  
        4.
        		 Increment JDK version for JDK 12 Sub-task Resolved Jesper Wilhelmsson  
        5.
        		 4.1: Allow v56.0 class files for Java SE 12 Sub-task Resolved Alex Buckley  
        6.
        		 Add test to check that the JVM accepts class files with version 56 Sub-task Resolved Mikael Vidstedt
