JRE and JDK installers crash as soon as they are launched.

Note: JRE installer appears but for half a second then crashes.
Windows might block access to resources such as GPU.

REGRESSION : Last worked in version 8u172

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
1. Download installer for Win10
2. Start installer


EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
JRE and JDK installer appearing.

Note: JRE installer appears but for half a second then crashed.
ACTUAL -
Some stuttering, an a crash with eventID 1000 and Exception code: 0xc0000005
