javapackager -version in JDK8 is from JDK9

      Java Packager version 9.0.4

      A DESCRIPTION OF THE PROBLEM :
      Given jdk1.8.0_172, when running '\bin\javapackager.exe -version' the result shows javapackager is from 9.0.4. This also produces a self-contained application with JDK9 when running it with deploy, which is the actual issue, as there is no way to deploy a JDK8 version using javapackager with the latest supported JDK8.

      Last time it worked correctly was in jdk1.8.0_152.

      REGRESSION : Last worked in version 8u161

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      Download jdk-8u172-windows-x64.exe. Install.

      Run from command line: "C:\Program Files\Java\jdk1.8.0_172\bin\javapackager" -version

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      EXPECTED -
      Java Packager version 8.0
      ACTUAL -
      Java Packager version 9.0.4

      CUSTOMER SUBMITTED WORKAROUND :
      Revert back to jdk1.8.0_152.
