JDK-8195979 increased the lock ranking priority for the JNI allocation locks as a temporary workaround for a rank ordering problem, and included a comment with the rationale for the high priority. JDK-8196083 reverted the ranks back to their old values, but forgot to remove the comment. The stale comment should be removed.
