The file tzdb.dat will be generated differently on subsequent runs, probably due to iterating over unsorted hashmaps when generating the output.
This intermittently breaks our "reproducible build" comparisons. Instead of adding an exception for tzdb.dat, I'd prefer if the build logic was fixed.
