The jpackager script in the exploded jdk -- build/<platform>/jdk/bin -- does not have execute permission on Mac or Linux (on Windows it is a .exe excutable rather than a script, so does not have this problem).

The jpackager script in images/jdk is exectable, however, so this is not a critical bug. Running "make images" creates a fully usable packager.
