The absolutely same bug as here: https://bugs.openjdk.java.net/browse/JDK-8181764
It seems that the problem occurs only with integrated graphics.

CUSTOMER SUBMITTED WORKAROUND :
The solution from https://bugs.openjdk.java.net/browse/JDK-8181764 works. Another similar solution is the answer from Piotr Miller on https://stackoverflow.com/questions/45812036/javafx-60-fps-frame-rate-cap-doesnt-work
The main point is it's necessary to create separate class for launching application.
