When there are no printers installed to a system on macOS, it is impossible
to print to a PDF file. The issue is reproduced on latest macOS (10.13.1) and
latest Java version.
It looks like the issue is not reproduced if a printer was added to the
system, and then removed. So, as a workaround, one can add some printer to
the system, and then remove it.
As one reason to print to PDF is that one doesn't have a printer,
so requesting an enhancement to be able to print to a file (PDF)
even if there is no printer ever connected.
