Win 7 Pro 64 Bit

A DESCRIPTION OF THE PROBLEM :
after updating the new version CPU works instead of 6-7 percent in ideal state , all the time at 30-35 percent.
I have installed the 192 version as well and the problem is the same.

REGRESSION : Last worked in version 8u191

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
I have installed - uninstalled and re installed the 191 and 192 versions 64 bit
same problem

EXPECTED VERSUS ACTUAL BEHAVIOR :
EXPECTED -
that cpu will work as worked in the past
ACTUAL -
same same - cpu run 6-7 time more then in the past version

CUSTOMER SUBMITTED WORKAROUND :
the only solution was to disable the process to run.
