Ideally we should be able to just add the following to make/jprt.properties:

jprt.linux.build.configure.args=--with-devkit=$GCC730_FEDORA9_HOME

backported by

JDK-8229541 make JPRT use gcc 7.3 by default for Intel Linux JDK 8 builds
