other tools use the verb, not the noun (jlink is not jlinker)
for consistency it is requested we change the tool name to "jpackage".

We need discussion of how far we go with this rename.
1.) clearly the tool name
2.) likely the package name (jdk.jpackager -> jdk.jpackage)
3.) likely the source file names:
JPackagerToolProvider.java, JPackagerException.java
4.) likely the help text and any other messages
5.) possibly code comments, and any internal method names that use Packager or packager
6.) JEP, wikis, and CSR
7.)
