We can improve on the CDS archiving added in JDK-8202035 and JDK-8207263 by also archiving the result of SystemModules.concealed- and exportedPackagesToOpen

We should also take the opportunity to make the logic in ModuleBootstrap more robust, ensuring we consistently use or do not archived artifacts.
