In LW2 LFoo[] <: Object[] but not QFoo[] <: Object[]

The C2 specific code to handle QFoo[] <: Object[] needs to be disabled (guarded by a flag). The corresponding tests are currently disabled and should be guarded by a flag as well if the runtime supports it.
