Before JDK-8214495 we used to copy license files into root folder of image (where launcher is located). JDK-8214495 fix removes such behavior.

While discussing JDK-8214495 there was suggestion is to add CLI argument via which user can specify any files that we will copy into root folder.

This functionality might be useful to add any additional license files, copyright files, README, etc...
