The old doclet API in com.sun.javadoc.* was superseded by the new doclet API in jdk.javadoc.doclet in conjunction with the existing javax.lang.model API added in JDK 6.
The old API is crufty, and is not up to date with recent language features, like modules. It has been retained for a while to give folk a chance to migrate to other solutions; but that grace period is now over, and the API should be removed.
