During bootstrap we load and use at least two of the jrt, file and jar URLStreamHandlers via URL$DefaultFactory. Avoiding use of reflection to instantiate these slightly speed up bootstrap by reducing number of classes loaded and doing fewer relatively expensive reflective operations.
