Refactor JavadocTester to allow more on-by-default checkers; add A11YChecker

It was a big step forward when we updated JavadocTester to check by default all links in all generated doc files. We should do the same for some of the more mundane accessibility checks ... although we may not be able to make the check on-by-default until we have addressed the errors that may be detected.
