Remove WhiteBox.getConcurrentGCPhases()

The function WhiteBox.getConcurrentGCPhases() is only used by one test, and the associated testing isn't at all interesting. The support infrastructure needed by this function is much more complicated than the test is worth. So remove the function and remove the associated testing.
