reference urlmon.dll in net.dll, but not exist urlmon.dll in nanoserver 1809

      ADDITIONAL SYSTEM INFORMATION :
      nanoserver 1809/jre 8 u202

      A DESCRIPTION OF THE PROBLEM :
      net.dll file in jre 8.202 depend on urlmon.dll，but it not exist in nanoserver 1809. Also, urlmon used to IE, Is it necessary to quote?

      REGRESSION : Last worked in version 8u192
