handle HOTSPOT_BUILD_COMPILER for clang/xlclang and cleanup HOTSPOT_BUILD_COMPILER settings

      Currently the HOTSPOT_BUILD_COMPILER settings in vm_version.cpp miss handling the new xlc16 xlclang(++).
      Also on the Mac platform we claim that the used clang is a "gcc" which might be a bit misleading.
