Proposal: Mailing list Cull

      This task is primarily a shared location for storing the names and statuses of mailing lists being considered for archiving, along with the current consensus on the process to be followed for each list once the list itself has existed for sufficient time to allow the community to remove wanted lists.

      Current plan is to follow the "Proposed Process" for each mailing list below, working with the list owners to find the right action for each list.

      This task will be considered "complete" once all mailing lists listed below have been archived, or identified as "not to be archived".

      -- Proposed Process:

      Step 1) Contact each list owner to see if the list is still needed. (Completed on 15/04/2019)
      Step 2) If an owner replies in the negative, move the list into the "to be archived" appendix. (Completed as per 15/05/2019)
      Note: If an owner does not respond after 2 weeks, the list itself will be contacted to see if anyone else is still using it.
      Step 3) Post a message to the lists, notifying any residual users that the list is to be archived. (Completed)
      Note: the *-experts and lambda-libs-spec-comments lists were not notified, due to restricted access.
      Step 4) Update all references to the list from the openjdk website. (In Progress, see subtask)
      Step 5) Archive the lists, ideally in a single, atomic transaction. (In Progress, see subtask)
      Step 6) Move the list into the "Archived" appendix.
      Step 7) Cake & Coffee.
