Document the jdk.net.URLClassPath.showIgnoredClassPathEntries system property

      JDK-8211941 added a system property, "jdk.net.URLClassPath.showIgnoredClassPathEntries", to aid in debugging JAR Class-Path entries. This property should be further documented, perhaps using the {@systemProperty} tag and/or in the JAR spec itself.
