-XX:BytecodeVerificationRemote and -XX:BytecodeVerificationLocal should be diagnostic options

      Currently, -XX:BytecodeVerificationRemote and -XX:BytecodeVerificationLocal are product options. making them diagnostic would help discourage their use in favor of -Xverify.
