A DESCRIPTION OF THE PROBLEM :
This bug has been fixed in Release 12. SeeJDK-8208269.
Please also fix it in LTS release 11.
If you use the JPMS together with a library that is a multi-release jar, javadocs cannot be generated at all. So in this situation I would consider it being a blocker bug.
