      Currently Tonga test has some collator tests need to migrate to jtreg test.

      Migration Strategy
      ------------
      QE will review existing Collator test in jtreg and tonga, and will follow below strategy to migrate
      - Remove the tests from Tonga that has existed in jtreg
      - Refactor and migrate tonga tests to jtreg following by jtreg test
