need to build 64-bit JavaUninstallTool.exe as 32-bit exe

      Now that 8202436 is pushed, we build/promote the JavaUninstallTool.exe during the 64-bit build. But it is still a 64-bit JRE, so does not support a small amount of 32-bit only Windows OSs. Makefile changes are needed to build it as a 32-bit executable.
