We currently use a simple command-line definition of a taglet to handle the `@jls` and `@jvms` tags. This default definition simply adds a title and gives a plain-text reference to the appropriate spec.

It would be better to provide a taglet that generates real links to the real specs. Such a taglet can be provided in the build world, alongside other recent taglets, like ModuleGraph and ExtLink.
